Guidelines for the Complainant

कृपया अपनी शिकायत दर्ज करने से पहले नीचे दिए गए दिशानिर्देश देखें

Kindly go through the below Guidelines before Registering your Complaint

• शिकायतकर्ता केवल उन्हीं मुद्दों के संबंध में शिकायत दर्ज करें जिनमें सतर्कता का नजरिया हो तथा जो किसी न्यायालय, न्यायाधिकरण आदि में किसी मुकदमे का हिस्सा न हों अर्थात, मामला न्यायालय में विचाराधीन न हो।
  The complainants should lodge complaints only regarding issues having vigilance angle and which are not part of any litigation in any courts, tribunals, etc., i.e. the matter should not be sub-judice.


• रिटेल आउटलेट, डिस्ट्रीब्यूटरशिप, सीएफए आदि से संबंधित शिकायतों पर, जो कि विशुद्ध रूप से एचपीसीएल चैनल भागीदारों द्वारा प्रदान की गई सेवाओं से संबंधित है तथा जिनमें कोई सतर्कता नजरिया नहीं हैं, इस प्रकार की शिकायत पर विचार नहीं किया जाएगा।
  Complaints pertaining to Retail outlet, Distributorship, CFAs etc. which is purely regarding grievance on the services provided by HPCL channel partners and without any vigilance angle will not be entertained.


• मुख्य सतर्कता अधिकारी, एचपीसीएल के पास दर्ज की गई शिकायतें वास्तविक होनी चाहिए, दुर्भावना से ग्रस्त, संताप योग्य या निम्न स्तरीय नहीं होनी चाहिए तथा सत्यापन योग्य तथ्यों पर आधारित होनी चाहिए।
  Complaints lodged with the CVO, HPCL should be genuine and not malicious, vexatious or frivolous and should be based on verifiable facts.


• शिकायत बेनामी या किसी छद्म नाम से लिखी हुई नही होनी चाहिए।
  The complaint should not be anonymous or pseudonymous.


• शिकायत विशिष्ट तथा पर्याप्त प्रमाण के साथ होनी चाहिए।
  Complaint should be specific with adequate evidence.


• आम तौर पर एक शिकायत में एक ही विशिष्ट मुद्दा उठाया जाना चाहिए। तथापि, यदि एक से ज़्यादा विशिष्ट मुद्दे हैं तो उन्हें अलग-अलग शिकायतों के रूप में लिखना बेहतर है। इसके अलावा, शिकायतकर्ताओं को मुख्य सतर्कता अधिकारी, एचपीसीएल को शिकायत भेजते समय अपनी शिकायतों का विवरण सुसंगत तरीके से देना चाहिए ताकि उन्हें स्पष्ट रूप से समझा जा सके।
  Normally one specific issue should be raised in one complaint. However, if more than one specific issues are there, it is better to raise the same in separate complaint. Further, Complainants, while forwarding their complaints to the CVO, HPCL , should mention details one by one in a coherent manner so that the same can be understood unambiguously.


• जो शिकायतकर्ता अपनी पहचान गोपनीय रखना चाहते हैं, वे पीआईडीपीआई संकल्प के प्रावधानों के तहत शिकायत दर्ज कर सकते हैं। जो शिकायतकर्ता पीआईडीपीआई संकल्प के तहत व्हिसल ब्लोअर शिकायत करना चाहते हैं, उन्हें पीआईडीपीआई संकल्प की उचित प्रक्रिया की जानकारी होनी चाहिए। पीआईडीपीआई संकल्प का विवरण सीवीसी वेबसाइट अर्थात cvc.gov.in पर उपलब्ध है।
  Complainants who want to keep their identity confidential should file complaint under the provisions of PIDPI resolution. The complainants who want to make whistle blower complaint under PIDPI Resolution should familiarize themselves with the proper procedure of PIDPI Resolution. Details of PIDPI Resolution are mentioned in CVC website i.e. cvc.gov.in
