In order to strengthen core processes and modernize, HPCL has developed ambitious plans for expansion and diversification in the areas of increasing energy demand, technological upgradation and environment management. A brief on some major projects in progress in different parts of India are given below:
To facilitate sourcing and marketing of natural gas, HPCL is building a 5 MMTPA LNG regasification terminal at Chhara port (Gir Somnath District) in Gujarat through through HPCL LNG Limited. Mechanical completion of the project has been achieved on 28th March 2023. The project is further expandable to a capacity of 10 MMTPA in future.
The objective of the project is to increase the capacity of Visakh Refinery to 15 MMTPA. It is in the advanced stage of construction. Execution of residue Upgradation facilities (RUF) project as part of VRMP is also progressing well at Visakh Refinery and is likely to get completed by December 2022.

Hindustan Petroleum Corporation Limited (HPCL) is executing Visakh Refinery Modernisation Project (VRMP) to modernize and enhance capacity of Visakh Refinery at Visakhapatnam, Andhra Pradesh with the following objectives:
Current Status:
HRRL has achieved significant progress during the year 2020-21 in spite of several constraints posed by the COVID-19 pandemic. Engineering & Procurement activities of some of the major process units have been completed. Construction activities of major process units such as Crude Distillation Unit, Vacuum Distillation Unit, Delayed Coker Unit, Vacuum Gas Oil Hydro Treating Unit, Diesel Hydro Treating Unit, Hydrogen Generation Unit, Petro Fluidised Catalytic Cracking Unit and Dual Feed Cracker Unit etc. are in progress. In addition, construction of water reservoirs for plant use, raw water pipeline, crude pipeline to refinery, Effluent Treatment Plant, Cooling Towers, Off site jobs & Pipe Racks etc. are also in progress.
HPCL is setting up CGD networks in GAs of Ambala-Kurukshetra (Haryana) and Kolhapur (Maharashtra) districts through joint venture company HPOIL Gas Pvt. Limited (HOGPL). HPCL is also setting up CGD networks on standalone basis in GAs of Sonipat (except areas already authorized) & Jind districts in Haryana where CNG sales were commenced in 2019-20. Setting up of CGD network is in progress in 9 GAs in the states of Uttar Pradesh, Uttarakhand and West Bengal for which the authorisation has been granted to HPCL in the 10th bidding by PNGRB. HPCL has also secured allocation of indigenous gas in all the above Geographical Areas for CNG stations & PNG connections.
