Major Ongoing Projects

In order to strengthen core processes and modernize, HPCL has developed ambitious plans for expansion and diversification in the areas of increasing energy demand, technological upgradation and environment management. A brief on some major projects in progress in different parts of India are given below:

To facilitate sourcing and marketing of natural gas, HPCL is building a 5 MMTPA LNG regasification terminal at Chhara port (Gir Somnath District) in Gujarat through through HPCL LNG Limited. Mechanical completion of the project has been achieved on 28th March 2023. The project is further expandable to a capacity of 10 MMTPA in future.

Project Information:

Hindustan Petroleum Corporation Limited (HPCL) is executing Visakh Refinery Modernisation Project (VRMP) to modernize and enhance capacity of Visakh Refinery at Visakhapatnam, Andhra Pradesh with the following objectives

  • Production of MS & HSD with BS-VI specifications.
  • Increase in Refining capacity from 8.33 MMTPA to 15 MMTPA (almost doubling the capacity) by setting up various Process & Utility Units.
  • Refinery distillate yields improvement from 76% to 86%.

Current Status:

  • Facilities for the production of BS-VI compliant fuel products have been completed and commissioned in February 2020.
  • A highly energy efficient 9 MMTPA Crude Distillation Unit, LPG and Off-gas Treating Units were commissioned in March’23. Prior to that Raw water, Bearing Cooling Water, Sea Cooling Water, Plant Air/ Instrument Air, Cryogenic Nitrogen Unit and State of the Art “staged Flare” along with Off Site facilities were commissioned.
  • New Hydrogen Generation Unit (HGU) has been commissioned. This HGU is largest single capacity train in India and amongst the largest in Asia.
  • New Sulphur Recovery Unit (SRU) with 99.9% of Sulphur recovery has also been commissioned. This SRU has the flexibility to use O2 enriched combustion to enhance capacity whenever required.
  • 3.05 MMTPA Capacity Full Conversion Hydrocracker Unit (FCHCU) with 99.5% conversion has been commissioned. This energy efficient FCHCU is the highest capacity Hydrocracker unit in India and equipped with highest conversion that is likely to increase the distillate yield by around 5%.
  • The Refinery is currently operating at enhanced capacity of 13.7 MMTPA at higher yields with the commissioning of various process units.

Project Information:

Rajasthan Refinery Project is a Greenfield Refinery cum Petrochemical Complex at Pachpadra Tehsil, Balotra District, Rajasthan and is being set up in joint venture (HRRL) by HPCL and Govt. of Rajasthan (GOR). HPCL holds 74% stake in the JV Company HPCL Rajasthan Refinery Limited (HRRL) and the rest 26 % is with Government of Rajasthan (GOR).

The project involves setting up 9 Million Metric Tonnes Per Annum (MMTPA) Greenfield Refinery cum Petrochemical Complex with flexibility to process a mix of local and imported crudes.

Current Status:

1. All project facilitation activities are completed for Rajasthan Refinery Project (HRRL).

2. All LSTK contracts are placed and site construction activities are progressing in full swing for process units & various packages for the Project.

3. The key process units viz. Diesel Hydrotreating (DHDT) and Hydrogen Generation Unit (HGU) are under pre-commissioning.

4. Fabrication & Laying of all three Cross Country pipelines (Raw Water P/L, Mangala Crude P/L & AM Crude P/L) are in progress.

5. The construction of other key process units CDU/VDU, DCU, PFCCU & VGO-HDT is in advance stage.

6. Construction of Crude Import Facilities is in progress.

HPCL is setting up CGD networks in GAs of Ambala-Kurukshetra (Haryana) and Kolhapur (Maharashtra) districts through joint venture company HPOIL Gas Pvt. Limited (HOGPL). HPCL is also setting up CGD networks on standalone basis in GAs of Sonipat (except areas already authorized) & Jind districts in Haryana where CNG sales were commenced in 2019-20. Setting up of CGD network is in progress in 9 GAs in the states of Uttar Pradesh, Uttarakhand and West Bengal for which the authorisation has been granted to HPCL in the 10th bidding by PNGRB. HPCL has also secured allocation of indigenous gas in all the above Geographical Areas for CNG stations & PNG connections.

  • Hassan Cherlapally LPG Pipeline Project (HCPL)
  • Barmer Palanpur Pipeline Project (BPPL)
