Few major marketing infrastructure projects successfully completed and commissioned by Engineering & Projects dept. are below:

POL depot at Kadapa in the state of Andhra Pradesh is constructed with a combined storage facility of a total of 33780 KL for White Oil and Black Oil and 16 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a single spur railway siding facility.

Construction of New Depot at Kadapa is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of December 2014.

The project of total revamp of Budge Budge-I terminal was taken up for reasons including a) to meet the OISD standard requirements, b) waterlogging of the terminal during monsoon and c) to reconstruct the old tanks and old gantry with the latest technologies. Budge Budge-I terminal is revamped with a combined storage facility of a total of 76400 KL for White Oil and Black Oil and 16 bays of Tank Truck (TT) loading facilities.

Revamp of Budge Budge-I Terminal is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of March 2015.

As the facilities at POL Depot at Jabalpur, Madhya Pradesh outlived their useful life, total revamp of Jabalpur depot was taken up to cater to the growing demand of the 14 districts in the state of Madhya Pradesh. POL depot at Jabalpur has revamped with a storage facility of a total of 16980 KL for White Oil and 8 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a single spur railway siding facility.

Revamp of Jabalpur depot is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of July 2017.

Revamp of POL depot at Paradeep in the state of Odissa has carried out with the addition of a total 23426 KL for White Oil and 8 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a single spur railway siding facility.

The depot is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of February 2014.

POL depot at Bihta in the state of Bihar is constructed with a combined storage facility of a total of 25600 KL for White Oil and Black Oil and 12 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a two spur railway siding facility. The depot is planned to be the backbone for catering for the demands of Southern Bihar and to ensure augmented supplies even to Northern Bihar. A total of 27 districts are planned to be in the supply network of Bihta Depot.

Construction of New Depot at Bihta is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of January 2014.

POL depot at Bokaro, in the state of Jharkhand, is constructed over approximately 72 acres of land with a combined storage facility of a total of 43160 KL for White Oil and Black Oil and 20 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a single spur railway siding facility. The depot is constructed to cater to the market needs of the entire Jharkhand state which was then fed by 3 small depots at Dhanbad, Ranchi and Tatanagar.

Construction of New Depot at Bokaro is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of March 2015.

Revamp of Loni Terminal was carried out in two phases. The first phase of Revamp project involved the construction of a total of 55000 KL oil storage tankages and allied facilities. This phase of the revamp project completed and commissioned in August 2012 at the cost of INR 67.20 Crores. The second phase of Revamp project was taken up subsequently in June 2015 and involved 16 bays of Tank Truck loading gantry and allied facilities. This phase of the revamping project was completed and commissioned in June 2017.

HPCL has constructed POL depot for winter stocking at Leh region in the UT of Ladakh. At a high altitude of over 11800 feet above MSL, the depot is constructed with a storage capacity of 4460 KL and 4 bays of Tank Truck Gantry for both loading and unloading operations.

The project was completed and commissioned in September 2018 despite several Challenges like a maximum working period of 5 months in a year due to the extreme cold climate, lack of road connectivity with the mainland in winter, adverse climatic condition with variation in temperatures ranging from -30 to +35 degrees C, logistic constraints in the movement of materials, and low oxygen level due to high altitude.

Total revamp of Meerut depot was planned to meet the growing market demand of 9 Districts in the state of Uttar Pradesh (Bagpat, Bulandshahar, Gautam Budh Nagar, Ghaziabad, Hapur, Meerut, Muzaffarpur, Saharnpur&Shamli) including the area falling under NCR in UP. POL depot at Meerut is revamped with a storage facility of a total of 29625 KL for White Oil and 16 bays of Tank Truck (TT) loading facilities. The depot receives product by rail movement through a shared Railway Siding facility.

Revamp of Meerut depot is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard and fully automated loading operation in the month of November 2019.

HPCL’s Madurai depot, located in an area of 24 acres, caters to the demand for POL Products in the districts of Madurai, Dindigul, Theni, Virudhunagar, Sivaganga, Tuticorin, Ramnad, Pudukottai in the state of Tamilnadu. For strengthening infrastructure to cater to increasing market demand, HPCL has invested INR 96 Crores in the construction of Railway Siding facilities along with augmentation of internal facilities in the Madurai region of Tamilnadu.

New Railway Siding along with allied facilities at Madurai is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard in the month of January 2021.

Engineering & Projects (E&P) Department has executed and handed over a POL storage and handling facility to the Indian Army’s Field Petroleum Depot (FPD) at Leh on a turnkey basis.

The facility is the single largest POL tankage project of the Indian Army and consists of the storage of 8600 KL of MS/HSD/SKO and special grade fuels consisting of a combination of 200KL mother and 70KL daughter tanks, TT gantry for TT loading, barrel loading and refuelling facilities with associated roads, civil, electrical and lighting works. The entire facility was designed by E&P taking into account the slope and tough terrain of the location to optimize the cost of the facility.

The facility apart from being the single largest tankage addition project for the Indian Army is one of the highest Petroleum storage and loading facilities in the world. It has been set up in one of the toughest terrains of the country at 11800 ft where the vagaries of the climate see temperatures ranging from -30 to +35 degreesCelsius.

Construction of a Tank Wagon (TW) Loading gantry at Visakh Black Oil Terminal was proposed to vacate land of existing TW loading gantry for Visakh Refinery Modernization Project. The project is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard in the month of June 2018 at the cost of INR 74 Crores.

Catering to almost 70% product requirement of South India’s most serene place, its strategic location also helps it to provide rescue supplies to various cities like Kozhikode, Coimbatore, Madurai, etc. In the ten years from 2004, when the Terminal was commissioned, throughput has increased by 162% in HSD and 129% in MS. The consistent increasing trend of demand forces the facility to extend its operating hours almost every day.

Infrastructure Augmentation at Irumpanam terminal included construction of an additional 8 bays gantry, additional 1210 KL tanks for ethanol storage, and allied facilities to cater to the growing demand in the region. The project is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard in the month of May 2019.

Considering draft and bore tide restrictions and high product placement cost through coastal movement, HPCL has constructed a Railway siding facility to enable receiving products through rail movement. This will result in infrastructure independence for assured product placement and substantial saving in product placement cost for MS, HSD and ATF.

The Railway Siding located approx. 1.5 Km away from Kolkata Terminal-I has enabled HPCL with several options to place the BTPN rake for petroleum products with optimization of cost in comparison by taking the products through coastal movement. The project is completed and commissioned with state of art safety features and fully compliant to the latest OISD standard in the month of October 2019.

Corporate Infrastructure Projects

Bathinda Regional Office, spread across an area of 1 acre, is a state of the art Platinum rated green building complex with a built-up footprint of approximate 3000 sqm. This highly efficient green building boasts modern technology such as Energy Monitoring System, Sewerage Treatment Plant, Access Control System, packaged substation, high-performance materials and rooftop insulation system. The building also consists of a 30 kWp on-grid solar system with real-time generation monitoring. The beautiful complex is a B+G+2 configuration and is surrounded by numerous trees.

North Central Retail Zonal Office Building has been constructed at VibhutiKhand, Gomti Nagar, Lucknow for accommodating various dept. i.e.- Retail, HR, O&D, Finance, Purchase, Legal and other departments. The Basement+Stilt+7 storied building has been built a total area of about 30,000 sq. ft. The project included HVAC system, building management system, building electrification, car-lift with mechanical car parking system, fire protection system, solar water heating system, RO plant for drinking water, ergonomic office seating with furniture & interior works.

Marathon futurex office complex having a total floor area of 32000 sft with 50 car parking facility. Office space is designed for 247 person occupancy with 112 person sitting capacity in the canteen area. Office also has a green building Platinum rating for the interior works. The 9th floor of the office complex is occupied by the central procurement department and the 10th floor is occupied by payroll, C&B and direct sales department. This office complex boasts of modern technology such as HVAC system, energy monitoring system, access control system, CCTV, fire suppression system, PA system, multipurpose conference hall, twin expandable syndicate rooms, recreation room etc.
